Abstract

The parliamentary debates from 1900, founding of the Ministry of Public education, up to 1923, are an excellent source of information about educational policy. The debates, as reliable historical records contained in the Parliament Diaries of Sessions, reveal original and realistic data on the outstanding increase of the primary school teachers� salaries, jumping from some meagre annual 48 pesetas in 1904 to the starting amount of 2.500 pesetas in 1922 for new teachers. As well the Deputies� discussions, influenced by regeneracionista ideas show a closer to society viewpoint of educational issues rather than the vision provided by governmental legislation. Also, the debates provide reliable information on the progressive centralization of education by the State, which used to be a municipal competence, and on the fact of primary school teachers becoming full public servants in 1918. Therefore, resorting to the parliamentary debates provides new and original information about educational policy.
