Laburpena

In this thesis we analyze the activity of the public administration in a specific case: the evaluation of research activity Teacher University Teaching and Research Officer. The specific object of study falls on a public performance in the field of higher education which affects, from a general perspective to promote research, and equally, to media management and human resources, especially the aspects related to the career recipients professional but certainly it is beyond the purpose of evaluation activities conducted to transcend university system itself, from another perspective, this activity is a reflection of the behavior of the public organization. Consequently, this concerns not only the public interest, general objective of public intervention, but also to various kinds of individual rights and basic principles in our convivencia1 considered. The analysis is carried out taking as a study of the principles underlying business performance of public administration today, focusing on the constitutional principles of legality and effectiveness shown expressly mentioned in Article 103 of our Constitution, which is added for participation. The three come to express the essence of organizational and operational model designed by the Constitution Public Spanish as they are, each, the exponent of the triple characterization of the state as Social Democratic and law. It contextualizes the issue by establishing a relationship between changes that occur in state functions and how to act in public administration today, trying to place the analysis in the field, wider application of public policies.
