Abstract
Every crisis involves a change and all change, a chance of success. Nowadays, it is necessary that citizens feel they are the protagonists of public action and they return to believe in the political system. Public transparency, as a guiding principle of the Welfare State, it guarantees to society accurate information about the processes, methods and results governing the actions of any public power, in providing the best service to citizens. This information, as well as being an essential resource for Democracy, is a strategic element in the Market, because it facilitates the development of new sectors of economic activity from reuse. This leads to a new model of Governance characterized by the continuous synergies produced between the Society, the State and the Market.
