Résumé

The aim of this paper is to reclaim the term "state capacity" as a tool for policy analysis. Also introduced as an alternative approach to the management of a particular type of policy: those related to agriculture in general and rural development in particular. In turn, state capacities do not necessarily coincide with the capabilities of government. Thus, it is interesting to review and explore the theoretical use of the term "state capacity" and, in particular, its recovery in the analysis of management policies for the national agricultural sector in the period 1991-2011. This period coincides with a current context of reform within the nation state that contribute to alternative models of sectoral institutions according to different political paradigms that prevailed at different times.
