Abstract

Urban plannig is part of people ́s life and coexistence, and also, a duty for the PublicAdminstration in order to organize and shape the conditions of equality in the exercise ofrights and duties related to land, in addition to the establishment of the economic andlegal bases for the use of natural resources, and their defense and restoration, both in theadministrative stage as well as in other jurisdictional orders. For this purpose, urban lawwill be the legal and technical instument that enables both, the regulation of land use, aswell as the rights and duties of citicens, in balance with the needs of the community andthe general interest, being the principles of Law, essential for the effective and harmonousapplication of the specific rules of urban Law with the rest of the values and norms of thegeneral legal system
