Abstract

Along this doctoral dissertation, I will manifest the different dysfunctions that have come from the decision to regulate, in some cases, electronic procurement and electronic administration differently. This doctoral dissertation also analyses whether this specialisation that separates it from the general regulations of electronic administration in what concerns of the use of electronic means in public procurement is truthful or just nominal or apparent. I also examine how this situation has evolved with the passing of time, the consequences that have meant the application of this specialisation and, ultimately, the rationale or not of such measure. Most of the few works dedicated to public electronic procurement have used an analysis methodology too associated to the contents of public procurement, forgetting the perspective of electronic administration. This doctoral dissertation intends to contribute, humbly, to redirect this deficiency.
