This doctoral thesis analyses from an economic perspective the impact of incorporating blockchain in public services. First, the thesis conducts a systematic literature review on the benefits, costs and risks of the introduction of blockchain technology for governments, citizens and civil servants. Second, it runs an experimental vignette experiment to assess the attitudes of civil servants towards the acceptance of the technology. Third, it provides a multidimensional framework for evaluating the blockchain innovation process, ready to be used by policy-makers. The literature suggests that the adoption of blockchain technology has the potential to offer personalized services, enhance public trust, and improve automation, transparency, audibility and traceability. However, the results show that there are limitations to the disruptive impact of blockchain due to technological, socioeconomic, organizational, and legal challenges, and that the complexity of a wide range of public services exceeds blockchain's current capabilities.
