Abstract
Urban planning has as its object the design and subsequent development of urban environments, mainly cities. From it we derive what the city will be in the future, and it does so with a perspective of duration consolidated over time. But ali this activity of study, planning, development, and consolidation would be frustrated if it is not followed by the maintenance of the resulting buildings. When buildings are publicly owned, their maintenance is the responsibility of public administlialtions; however, most residential buildings are usually privately owned and subject to the horizontal property regime. lt is analyzed from a comparative perspective: Spain-Colombia, the obligation of building owners to contribute to their conservation.
